WebI think the main interaction that is preventing this is Lich Bane. His soldiers applying on-hits leads to a huge burst style for Q + Soldier Auto with a lich bane. Maybe if they made an exception for Azir and disabled the Sheen proc on soldier attacks, but allowed other "permanent" on-hits (that don't trigger like sheen), then the idea is much better.
